Kundapur: Indecent behaviour - ASI slapped by woman in bus, arrested

Kundapur, Jun 18: In a rare incident reported at Gangolli here on Tuesday June 17, an assistant sub-inspector (ASI) of police was slapped by a woman in a bus for allegedly groping her. He was also arrested and put behind bars thereafter.

The man, identified as Devaraj, who is attached to Shankarnarayana police station in the taluk, is said to have misbehaved while travelling in a bus, by showing the audacity to fondle a standing lady passenger.

Devaraj, who stays in a rented home in Gangolli near here, used to travel to Shankarnarayana, where he is posted, every day. Before being transferred to Shankarnarayana, he was working in Gangolli, and stayed in the same house.

On Tuesday evening, Devaraj was travelling in a bus to Gangolli from Kundapur, when on the way, a woman holding a small baby boarded the bus at Trasi. As the bus was full, Devaraj was standing, and the lady, who had to travel in standing position, took position by his side. The ASI, perhaps sensing an opportunity provided by the fact that both the hands of the lady were busy holding the baby with one, and clinging to the rod above for support with the other, is said to have gently tapped her private parts. When he repeated this act a few times, the woman lost her patience and rebuked him. The ASI replied arrogantly, and a verbal altercation ensued for a long time.

Fed up by the misbehaviour of Devaraj, the woman slapped him when the bus stopped at Bavikatte, and complained to Gangolli police. Policemen led by Kundapur circle inspector, P M Divakar, then arrested Devaraj and registered a case against him.

Devaraj had earlier worked as police constable, and had earned promotion as head constable and assistant police sub-inspector in course of time. Reportedly, his colleagues and higher ups in the department also had been frustrated at his arrogance and behaviour, both of which were unbecoming of a policeman. He was involved with a dispute last year, which took ugly turn in course of time, before the policemen intervened and struck truce between him and other people involved with this dispute. His wife, working as teacher in a government school, is said to be well behaved. Devaraj, who learnt to be addicted to drinking, had been transferred to Kundapur in the recent mass transfers, but was yet to report for duty there. There is information that he was also eligible for promotion as police sub-inspector.

A case under Indian Penal Code section 354 was registered against Devaraj. The charges levelled against him are said to be non-bailable. The indecency and insensitivity shown in broad daylight and in the presence of a large number of co-passengers by a police personnel who sexually harassed a lady who expects protection from policemen like him when in danger, has given rise to a sense of scare and mistrust about the policemen among the general public. Many were seen asking as to how far the department is justified in continuing him in its services or promoting him to a higher position.

    To all you men who have commented to this article with your so called wise advise and funny one liners, imagine the women holding the child was your mother, sister or wife. Now lets see your true comments. Remember guys a women knows what is the difference between a deliberate and fondling touch and a normal push or touch. Check with the women from your own household and they will tell you the difference. All women who have travelled, be it anywhere in the world will vouch for what I am saying. so back off and keep your comments to yourself or at the least appreciate what the women did, no body wants to get into a situation like this specially when a little child is also involved, but she did so, then imagine to what extend she was driven to react like this.
    Kudos to the women for her reaction, at least she did not endure it for long and did the right thing.

    Stan why should I ask my man or the men from my home for a solution? We are here applauding on the women who was sexually harassed by a public servant and retaliated with an apt and befitting reply. Instead of giving a solution to this menace you give your comments which is totally uncalled for. You will not realize it now Stan, but wait everything that goes around comes back, so mark my words, God forbid you have to deal with a situation like this with regards to one of your women folk in your family, then let me see which men folk you go for a solution.

    Mostly when bus is full and conductor and passengers are passing by some pushing and unwanted touch of may arise.but one has to excuse.whereas here the Person has many times touched her ,am sure with purpose and she had objected,but still went on with his werk.we cant say he is decent passenger,as his own (Police) People were also not pleased with his behaviour.so good that woman was brave enough come whatever later, to Show him who has here to say.such Police should be thrown out of govt.job.one never know how he may react when a lonely woman meets in other Situation.Here such behaviour is not allowed and punished with their Pension cancel etc.

    Every woman is facing similar problem while commuting in the bus sometime in their life.Sometimes young students are the targets. But all are not courageous. They suffer silently cursing the person who does indecent job.Hats off my dear sister. You are great. Some years back my another sister had the same bad experience while going with her small son of 7 months. While she was holding her baby in one hand and holding the support in another hand the rogue while preparing to get down, put his hand on her breast. Sensing this she also had given him guddu and he immediately got down from the bus. Ladies, please give your seat if you see an old lady or a lady with a child or a pregnant lady. Our young girls are so busy with their phones now a days they do not notice what is happening in their vicinity. I have observed boys/men giving seats to the needy.The bus should have two compartments, one for ladies and one for gents. They can have two conductors also, one lady conductor for ladies compartment.This may solve this type of problem.What do you say Bhandarkar mamu.

    Everybody one or the other time travels in a crowded bus. There is a vast difference between accidental touch and deliberate touch. If a person commits same mistake again and again then it can not be termed as accidental. In this case it is evident that ASI had touched lady with bad intention and his earlier background supports his malign act.

    Devraj deserves not only slap but also punishment in the lock-up. Being a police officer whose duty is to nab culprits, is himself involved in such shameful act what a pathetic condition and bad name to our police department. Whenever a woman boards a bus with a baby in her arms, it is the duty of every civilized person to offer a seat.But sometimes nobody cares especially younger generation. Hope humanity prevails.

    @ R Bhandarkar Sir , As a big fan of your words and 'unusual' narration , thanx for your reply. Its very difficult to differentiate between safe and unusual touch. When we speak of gender sensitization we should understand men r always r not wrong and women r not always right. Above incident can happen with anyone , so witnesses play crucial and i hope they r not misandry .


    @ Ali , if doors are open for all , then no restrictions , one should not be compelled to use the back doors. People are biased against men in crowded place incidents . Thats the point.

    There can be other angle to this story. In a crowded bus , one cannot blame men for unusual touches , as most of times its by accident. Some women make a huge cry and make the mess of situation.     and giving it a legal touch. However it's the physical 'touch and feel' that has done the damage here as it does in almost all cases. I had read here in the comment forum and that too from a woman that 'Men are always thirsty

    She also wrote that man is blinded and thinks that the water he gets outside is 'nimboo pani' or 'sweet nectar'...but actually it's not! A man never believes it and goes for variety often resulting in these indecent acts.

    While travelling by a public transport we find this kind of cases many a times and a few are reported. When we say we are all to be equally treated why not the 50% of the seats in the bus be offered to Females and 50% to Males. The empty seats always can be used as per the crowd getting in. Why should there be only the front 4 seats for Ladies. If this is implemented perhaps our Ladies can travel comfortably.

    He can still expect to get promoted. That is the interesting aspect of Govt. job. If there is public pressure, at the most he could get transferred to a little quieter town or village, to finish off the peace.     I agree. I make it a point that when a pregnant woman, Women holding small baby, very old aged man or a woman, handicapped enters the bus to give my seat at the 1st opportunity I get. Problem is if you are sitting few seats away from such people standing and bus is rush it may not be possible all the times. More worrying thing is that forget about men giving seats to women, even young women from front 4 seats never gives up their seat to other woman who is pregnant or holding a baby or aged.

    By his looks, He does not have the decency that a policeman should demonstrate.
    We are taught from school that if we see a woman, child, old or disabled persons then we should give our seat to them. This ******* was cruel enough to take advantage of a helpless woman with a baby in her arm! Was there no men in the Bus? Did they not have the balls to thrash him? I don't know how you folks treat such incidents in South Canara. In Bangalore, we first beat such people up, tear their clothes so that they cannot run without being noticed and we finally hand them over to the nearest police station. Of course, we call TV 9 too so that their family can see them on TV! You want to call us vigilantes or moral police??? Go ahead, be my guest!

    A bus of full rush, a woman with child to stand and travel is very hard and sad situation
    If the wall of guard and protection itself eats the grass, who can stop trespassing cows

    In today’s world of competition and comparison, where every individual tries hold a mobile in hand and own a vehicle, can we think of providing the sitting facility to every commuter while travelling in the public transport?
    It looks difficult, but quite possible, by using the huge weight on wheels as a free and powerful pushing force. The option is to convert the light vehicle as heavy vehicle with less fuel usage and running costs and need is to think different and implement to change to have a world of difference.

    mirror image of today's society and where we are heading towards. A mother of a baby, with so much difficulties standing in the bus. Earlier days at least some one would stood up and give seat to her. In today's life, nobody cares and even youngsters will not bother to help any of such women. More over, forget about helping, instead he is getting in to molesting activities... how indecent behaviour yaar. Now at least he is behind bars and let him pay for the nasty behaviour and also for all such past incidents. Look itself defines. Good that people in the bus, at least supported her and police also took immediate action. Let him be behind bars and think why the hell he has done it to a mother.

    If policemen like the scum mentioned above are arrogant, then they should not be entitled for promotion.
    How come all this news of his behaviour is coming out now? This clearly shows that there are other criteria on which policemen get their promotion.

    The Police also take advantage of the situation as they very well know the Government is short of police men in the force. The number joining are dwindling due to the poor salary scale or the Home Ministry not recruiting as they should to bridge the shortage.
    So being the case the existing policemen\officers are taking full advantage of the situations and indulge in activities they never should and have become absolutely lethargic in their work as they get paid clandestinely. They make themselves look like lords of police force to commit atrocities on innocent people.
    A very few may be good whose voices are muffled by the greater number and pushed down the ladder for being honest.

    Super reaction by the lady. Hats-off for your courage. This type of cop not suitable serve in police dept, he shall be terminated immediately. I had seen several times in around DK dist, even though a lady standing holding baby in arm while traveling in crowded bus, not a single sitting lady will offer seat to her, instead, some time (Mostly) male offer their seat. Hope this cop will get good reward for his heinous act.
