The police said that cutouts of Narendra Modi in Hemmady, Shirur and Manipal can cause misunderstanding between political activists and create tempestuous atmosphere. They have stressed on the need to regulate the number of banners and restrict their display to a day earlier and a day after the programmes. They have suggested to make the concerned liable if the rules are not adhered and if banners are not removed on time. The letter also suggests prohibiting political banners, cutouts and buntings in communally sensitive areas.
The letter states that officials who give permission to banners, cutouts and buntings should send a copy of such permission to the local police station.
Cutouts and banners pertaining to religious gatherings and other programmes should be removed immediately after the programmes, states the letter. Large banners and cutouts in public places without strong poles and tied improperly are likely to cause damage to life and property, inconveniencing people. The police department has expressed possibility of law and order problems in such circumstances.
Malpe, Kota, Kaup, Karkala, Shirur, Gangolli Kandlour and Kodi are identified as community and politically sensitive areas in the district. Police circle inspectors in those areas have asked the gram panchayats to get banners, cutouts and buntings removed.
Political banners can be found in Gangolli police station area such as Maravante, Trasi, Gangolli and Noojadi. A police complaint has been registered regarding a torn banner of Narendra Modi in Haklady. The gram panchayat had reportedly given permission to keep the banner for three months.
