Cabinet approves keeping political parties out of RTI ambit


New Delhi, Aug 2: The Cabinet on Thursday gave its nod to amend the Right to Information (RTI) Act to keep political parties out of the ambit of transparency law.

The decision to change the RTI Act was taken during a Cabinet meeting chaired by Prime Minister Manmohan Singh here, official sources said.

The move followed after the Central Information Commission (CIC) had in June held that six national parties --Congress, BJP, NCP, CPI-M, CPI and BSP--have been substantially funded indirectly by the central government and were required to appoint Public Information Officers (PIOs) as they have the character of a public authority under the RTI Act.

The decision from transparency watchdog evoked sharp reactions from political parties, especially Congress which has been credited with bringing in the transparency law but is opposed to the CIC's directive.

The Department of Personnel and Training (DoPT), which acts as nodal department for the implementation of the RTI Act, in consultation with Law Ministry decided to amend the law.

The government seeks to change the definition of public authorities mentioned under Section 2 of the RTI Act to keep all recognised political parties out of the jurisdiction of RTI, the sources said.

The government will have to introduce a Bill in this regard in the monsoon session of Parliament beginning Monday, they said.

The Centre's flagship Right to Information Act empowers a citizen to seek time-bound information on all matters of governance by paying a fee of Rs 10.

    News media on TV holding discussions on various matters.
    They should now seriously think of creating an andolan by again and again bringing up peoples' wish to implement RTI Act without keeping political parties out.
    RTI was required because of all these political parties who were and are fleecing the Govt. and people on various count and not doing their duty in the Government as peoples' representatives.
    News media should highlight as much as possible so that people will be bold enough to come forward and demand from the Government to include all political Parties under RTI Act. and be responsible for their criminal acts.
    Then we can say the Media is really doing a service to it's readers\people of India...

    I don't think it is a good moove from the Centarl Cabinet to keep political parties out of RTI ambit.RTI was bringing some kind of control over political parties and now they are completely free.Thanq.

    Our democracy is dead long back.

    With criminals around we have no chance to be civilised society any more.

    These criminal politicians are there in each party and they will not allow RTI and SC Judgement to disqualify their candidature.

    But this nation has taken over by criminals and they will not allow sensible things in place.

    I am so surprised that their criminal politician have courage to turn-down these judgements.

    They are united against RTI and recent SC Judgement. But there is no debate on these topics, shame.

    This is today’s news that Political parties wanted to fight against the responsibility of supreme court of Bharath Desh, followings are :-
    1. No criminals will be contest in the MLA and MP election
    2. Person in the jail should not contest in any election
    3. No announcement of free distribution of articles during election
    4. Donation to political parties will not under RTI


    Now some of the PP’s are going to pass a bill in the parliament against this that SC should not pass judgment on these. Is it not surprise to the Bharath Vasis, are they isolated from the democracy or any where the law should not touch them. If it goes like that one day the national will fall out of democracy . Do you wanted to support this kind of decisions . Please raise your voice and join together to bring force against this undemarcate decisions. Please Save democracy.
