Bangalore: Siddaramaiah presents budget - Diesel to cost less, alcohol more expensive

Bangalore, Jul 12 (PTI): The Congress government in Karnataka today announced loans to farmers at zero per cent up to Rs two lakh and enhancement of creamy layer limit of backward classes by Rs one lakh, as it sought to implement key election promises less than two months into office.

Presenting the "revised" 2013-14 budget in the Legislative Assembly -- the BJP government had unveiled the first in February before being voted out, Chief Minister Siddaramaiah said it would be at the interest rate of one per cent for Rs two lakh to Rs three lakh from cooperative institutions.

Earlier, short term loan up to Rs one lakh was provided at zero per cent interest and at one per cent interest from Rs one lakh to Rs three lakh.

Siddaramaiah, who has the distinction of presenting seven budgets in the past and kept the finance portfolio himself this time, announced that the creamy layer limit of Backward Classes would be enhanced from the existing Rs 3.5 lakh to Rs 4.5 lakh.

"Caste wise, social and education survey of all castes will be undertaken through Permanent Backward Classes Commission", he said.

The Chief Minister announced reduction of sales tax on diesel from 16.75 per cent to 15.65 per cent. "With this tax reduction at current prices, the price of diesel would come down by 51 paise per litre at Bangalore", Siddaramaiah said.

The government proposed to increase the rate of additional excise duty by 16 per cent to 40 per cent across all the 17 slabs.

He said relief and measures for additional resource mobilisation along with effective compliance and enforcement measures are expected to fetch additional Rs 1452 crore.

VAT rates which had been increased from five per cent to 5.5 per cent, and from 14 per cent to 14.5 per cent for a period of one year from August 2012 was proposed to be continued beyond July 31 this year, Siddaramaiah said.

The budget had something to cheer for schoolgirls, women and transgenders.

To encourage enrolment and attendance of girls in first standard in government schools, Rs two would be given to girls for each day's attendance.

The Government intends to provide scholarship and free education to students, whose parents are affected with HIV/Leprosy, for higher education, according to the budget, which also said free ten sanitary napkin pads would be provided to 32.50 lakh females.

A new scheme called "Manaswini" would be introduced to provide monthly pension of Rs 500 to the unmarried women below poverty line who have crossed the age of 40 years and for divorced women below the poverty line.

A new scheme "Mythri" would be launched for providing monthly pension of Rs 500 to transgenders.

Siddaramaiah said the total receipts are estimated to be Rs 1,20,717 crore during 2013-14, while the total expenditure is estimated to be Rs 1,21,611 crore consisting of revenue expenditure of Rs 97,391 crore and capital expenditure of Rs 18,380 crore and debt repayment of Rs 5,840 crore. "Revenue surplus is expected to be Rs 596 crore", he added.

Among the announcements were construction of fishing port in Kulai, Mangalore and Hejamady in Udupi and allocation of Rs 229 crore for the programmes under fisheries department. He also announced Rs 9 crore to tackle Naxal activities in Karkala region and construction of truck terminal in Mangalore and other places in the state.

Key announcements:

New parking policy in City Corporations including Bangalore.

Rehabilitation scheme for Endosulfan victims.

Four new Medical Colleges in State.

10 fast track courts to try crimes against women.

SSLC/PUC exam management system to be restructured.

Higher Education Academy to be set up in Dharwad.

New government women's colleges to be set up in 15 districts.

Rs 100 crores for Solid Waste Management.

Rs 100 crore for Christian community in the state.

Rs 100 crore to develop lakes and remove encroachers.

Mythri Scheme: Rs 500 monthly pension for transgenders.

Rs 100 crore earmarked for skywalk for citizens

Interest-free loans for farmers up to two lakhs. Subsidised loan between 2 lakh to 10 lakh to farmers.

Rs 100 crore for weavers

Textile park at Yadgir, Granite park at Chamaraja Nagar, Rs 10 crore for the aerospace park; Rs 50 crore aid for SC/ST and regliogious bodies

Support price for Milk producers increased from Rs 2 to Rs 4.

Women and Child Welfare: Rs 3466 crore
Revenue: Rs 3797 crore
Housing: Rs 1365 crore

Tax:

Cess on diesel reduced by 51 paisa/ litre from Rs 16.75 to Rs 15.65.
Alcohol becomes more expensive.
No change in VAT.
50 % concession for Maxi Cabs from road tax.
Additional excise duty increased between 16% to 40% across 17 slabs.
Watching cinemas in A/C theatres become more expensive.
Service tax on A/C theatres increased from Rs 1.5 to Rs 3.
Excise collection stands at Rs 12, 600 crore.
Commercial Tax collection estimated at Rs 37,740 crore

Bangalore:

Rs 2250 crore allocated for peripheral ring road.
Arkavathy Layout sites to be allotted by March, 2014.
Rs 600 crore BDA complex at RT Nagar.
Rs 4150 crore JNNURM projects in Bangalore and Mysore.
To develop International Convention Centre at Devanahalli.
M G Road and Brigade roads to get wi-fi.
Kempe Gowda layout to be formed by March, 2014 for 5000 allotees.
Bangalore Suburban Rail Corporation to be set up soon.
Indian Institute of Public Health to come up in Bangalore.
All RTO offices in Bangalore to be computerised.
Four more RTO offices in Bangalore.
Rs 150 crore allotted for elevated road between Jayadeva Hospital and Silk Board.
Rs 250 crore allotted for developing infrastructure in 110 villages that has been added to BBMP.
1.6 lakh saplings to be planted at a cost of Rs 20 crore.
Sarjapur and Bannerghata roads to be widened at a cost of Rs 300 crore.
Rs 500 crore earmarked for grade separators at important junctions.

this cm has presented previous budgets too, hence he has done a good job. he has taken care of all sections. he is sincere and has the interests of the state in his heart, all should extend their whole hearted support to our cm.

just like the entire Muzrai funds are managed by the Muzrai department, the entire affair of the waqf board is managed by the board (not "the community" but government appointees). Ultimately, both go to the respective coffers. Muzrai funds go to "Government coffers". This is what I indicated in my previous comment, if you take the time to check. It goes to the Muzrai department, not to "government coffers", as many who defend the grants seem to state (incorrectly, probably for propaganda purposes). At the end of the day, both departments are managed by ministers and appointees of the government in power. In fact, the last 2 ministers in charge of waqf were messers Sadananda Gowda and Jagadish Shetter- the BJP couldnt nominate someone from the community to even handle waqf! And you say it's in the hands of the community! AT the end of the day, any funds coming from outside these department comes from taxpayer's money. If you do not like the way the Muzrai department is handled (just like many muslims strongly oppose waqf managements), that's another thing altogether - let's not mix up these two. Most beneficiaries of Rs.100 crore Christian Development Fund will be the non-Christians as usual. Christian schools, hospitals, charitable programs have more non-Christian beneficiaries then Christians.

Please note that these funds are not for developing the Churches and convents. I am sure CDF funds will be managed by laity and not by the religious heads.

The debate that was desirable in this context was about the quality of the budget. Sadly no one commented about absence of income figures or the percentage of that spent for administrative expenses. Nobody commented about budget deficit and the steps proposed to cover it. A mere 100 crore outlay became a point of debate. This shows how indefferent we still are on major issues.

Just Rs.100 crore for Christian community ? In karnataka, no one bothered to address concerns of Christians for over 6 decades. When rupee value is so low, this 100 crore is insignificant. Christains never given help from government so far. Atleast Siddu made an attempt to help christians. All other communities n castes have received enough from previous governments. Considering the neglect from all previous governments, the total allotment for christians should have crossed Rs.1000 crore.

All major aouncements by siddu are people friendly... I am sure he will be the greatest CM so far.

Same people are FOR reservations to poor of OTHER CASTS, BUT DEAD AGAINST reservations to Poor Christians how biased they are!

First of all, one should know how much money goes directly to the government each year from the 'nationalized' temples. There are many in our district whose income is substantial. Subramanya is one and kollur is another just for example. They wanted to take Udupi temple too, if you remember.
One of the ideals of taking over temples (as per religious endowments act) is to maintain other historically important temples which could not otherwise sustain from its own income. If BJP has given money for the re-construction of temples, it has not done so by looting tax payer's money as you allege. It has been given from the money collected from the rich temples. Still the surplus money has been used for developmental works (whether they used it or not it is another question)
Why can't you see that the Congress has been ignoring the interests of the majority community for several decades by not allocating the money collected from the rich temples to maintain other temples with lesser income?
As far as my knowledge goes, Government has no income from churches or mosques (the money offered by devotees) across the state. At the same time there are many other temples (mostly known as matts) does not contribute to state’s income. Why this discrimination only to Hindu temples? Let there be an apex body of Hindus manage the affairs of all temples in the state.
Please do not ask sarcastic questions like why money was given to temples, as if somebody has committed a crime. Of course, question must be asked whether the allocated funds are utilized properly or not.
I am not against allocating money for the Christian causes. Even BJP government proposed to allocate 50 crores. I do not know whether it has been paid or not.
Cyril Sir, By all means you can answer nageshmam’s comments in the same manner but please think of others in the majority community who have no part in this joke.

Well, Mr. Eskey, by your logic, millions go to "government coffers" from waqf property too, but I didn't see the BJP government liberally donating to mosques and dargahs? Income obtained here is shown under these departments, and not transferred to general government funds per se- so there's no question of the government or the finance department using these funds for general use. And when the government gives grants to religious institutions in the budget, it does not do so from Muzrai funds, but from taxpayer's money! I'm sure you are intelligent enough to know the distinction, Eskey!

Dear TP Abdul Khader,
Let me offer few clarifications (from my understanding) on your above comments.
It is not correct to say millions go to "government coffers" from waqf property.
Of course millions of rupees collected as income from about 27,500 waqf properties in our state goes to the ‘Waqf Board’ The entire affairs of the waqf properties which includes Mosques, Dargahs, Idgahs, Khabrastans, Ashoorkhanas, Orphanages, Makans, etc., are managed by the Waqf Board.
Government DOES NOT INTERFERE in the affairs of Waqf Board. The annual budget is prepared by the Waqf Board. Government’s only control is in the form of Audit of income & expenditure. The income does not go to the government. Whereas, the income from the Muzarai temples go directly in to "government coffers". In the absence of any apex body like the Waqf Board in the case of management of Muzrai temples, the affairs of it is often loosely managed, uncontrolled and goes to the extent of ‘don’t care’ to many. It becomes a big news if government allocates money for re-construction (which should not have been)
Let me assure you the amount of money allocated by BJP government is a small portion compared to the income it received from temples. Then where is the question of tax payers money here?
My point of writing my earlier comment was – to end the discrimination
Like there is an independent body to manage the affairs of Waqf properties, LET THERE BE A SIMILAR BODY TO MANAGE HINDU TEMPLE PROPERTIES. Can we not manage our own affairs like you are able to manage your affairs?
Why government wants to touch money donated to the temples if IT CAN NOT (or does not) TAKE CARE OF OUR TEMPLES?
Please note, we are not asking the Government to take control of Waqf Properties or Take over affairs of the Christian Institutions. What we are merely asking is Let us HINDUS manage our affairs ourselves like you people do.

Mangalore & udupi has got 3 ministers but mlore has not got anything... Two weeks back mr sorake said that they will increase the city limits and they will create greater mlore... But they didnt release any money for mlore city... They say that mlore is a second best city in whole karnataka and we had lots of expectations from this govt but ultimately it is same like the other old govt...

See i am not objecting 100 crores.. first of all tell frankly is christian community reqd aid ??? yes i am against allocating fund on religious basis wheter it is hindu, muslim or christian... and not tolerate vote bank politics..
Regarding the aid to temple do you know most of the temples are under govt control.. we donate money to temple and govt reallocate for needy temples thats all...

You are right Jeevan. But also you should see that Christian community never got anything like this before. But inspite of that for the past many mnay years chirstian organizations have done much more for the public welfare (irrespective of any religion) in terms of running schools at a very very low profit.

In this budget nothing is for lower middle/middle class sector. I fail to understand formation of 10 Fast Track Courts for dealing with atrocities on women. Whether Siddu is contemplating more atrocities on women in the next 5 years? Why not transfer Manipal rape case to fast track court and punish the culprits within 6 months. No because the culprits are member of Congress party.

Most of the coastal people are on the verge of displacement due to sea erosion and no solace from the budget at all. Every year the government is spending on this issue over and again. It has become a source of manipulation.

Granting of Rs.100 Crores to Christian community is a welcome sign. But underneath this decision Siddu played another game plan of divide and rule policy. I am afraid tomorrow Muslim community members will also stand up for this type of grant. If denied against there will be rift between the communities.

The Annabhagya has received criticism from his own colleague and it is true that there are number of short comings in this scheme which will deter BPL Card Holder to search for employment and earn their livelihood.

Why 100 Crores for christian community? and why not for other community.It shows discrimination between the cast. Instead of providing crores of rs to particular community it is better to invest on shelter, health, education who really need for the help. Its a question mark here how many real needy people get benefit from this from our community leaders.

I have been seeing several Budgets being presented for Bangalore but the outlook of the city is still the same from last 5 years.Poor Management of Garbage and Roads is still existing .No Street lights even in the Capital of this state.20 Cr for Saplings to be planted. They only plant and allow those saplings to grow at the mercy of rains.70 percent saplings will die within a week .Money will go into the drains.600 Cr BDA Complex?
Is this Complex going to be Gold plated on the walls?
A BDA Complex can be constructed within 100 cr.Tax payers money is not utilised in a meaningful way .

agriculture and water resources could have done with some more funds especially when rain shadow areas in the state are reeling under drought and farmers have d crop holiday.but i welcome it as it is far far better than the previous governments budget which never gave anything to water resources and agriculture.

Good budget overall.parking policy is required as there is no discpline at all with us and creates a mess !!four medical colleges again a good initiative and like free loans for farmers below 2 lakhs there should have been focus on subsidised/interest free loans upto 10 lakhs for all small entreprenurs ans startups
