Govt forms GoM to insulate CBI from external influence


New Delhi, May 14 (PTI) :  The government today constituted a Group of Ministers (GoM), headed by Finance Minister P Chidambaram, to prepare a draft law to insulate CBI from external influence and a draft affidavit within three weeks in the Supreme Court which had made a scathing observations on the agency.

Prime Minister Manmohan Singh approved the constitution of the GoM to consider the matter relating to an appropriate law being made to provide independence to CBI and ensure its functional autonomy, according to an official statement.

Besides Chidambaram, other members of the GoM included Home Minister Sushilkumar Shinde, External Affairs Minister Salman Khurshid, Law and Telecom Minister Kapil Sibal and Minister of State for Department of Personnel and Training (DoPT) V Narayanasamy, it said.

The GoM will prepare the draft law and the draft affidavit to be filed in the Supreme Court in the context of a writ petition within three weeks, the statement said.

The DoPT will ensure that agenda papers and minutes of the meeting are expeditiously forwarded to the Prime Minister’s Office and the Cabinet Secretariat, it added.

CBI Director Ranjit Sinha will also give his inputs to the newly-constitued GoM.
The Group of Ministers will deliberate on ways to further strengthen CBI's autonomy and safeguard it from any kind of outside interferences, they said.

The government's move came after the Supreme Court had indicted CBI for being a "caged parrot" of its political masters while hearing a case related to alleged irregularities in coal blocks allocation.

    In view of scathing observations on CBI from external influence by Supreme Court & Opposition

    To prevent such influence an appropriate law being made to provide independence to CBI.

    It will ensure that in future NO Govt. can not influence over CBI.
    But till now CBI has been influenced.

    I have a caged parrot at home. My Grand father asked me to free it from the cage. I assigned the job to my wife & sons(Like GOM here). They came back with idea of freeing the parrot from the cage in a room closing all the windows and doors of the room and then we will show the empty cage to my Grand Father.

    This is Joke of the day. Look at the ministers who are heading the GOM who had opposed Annaji and Aravind Kejriwal tooth and nail...! This is nothing but appeasing preparing the voters for next years elections. This is a strategy countering Aravind and Annaji as they know that these two are the biggest obstacles on the way to the parliament next year.

    No Dear Martin, we have three phrases of systems defined in Indian Democracy, i.e. “Shasakaanga, Kaaryaanga & Nyaanga” When all three Departments working properly without Government Clutches then the systems will work undisputedly. Our Elected Leaders will form a Law passed by majority in house and all qualified professionals like IAS, IFS & IPC caliber people will ensure that Law will be implemented properly to reach each and every individual. But Judicial will watch both to ensure the Law & Order situation. This is same like Hindu Mythology System called “Brahma, Vishnu & Maheshwara” So, in Country like India, if any Government controls the Judicial System means of course other two Departments will never work according to the guidelines

    yes i agree with u ... that’s why I dint mentioned about judiciary system under the government , judiciary independence is another beauty of democracy , Thanks to Nehru for initiative for better India we must appreciate him otherwise India would have had different picture .
    Indian democracy is highly successful and inspiration to others to lift the Human value , in our country people are king not like other county

    It’s a good move to liberate CBI from Central Government’s clutches. I am sure this will be happened sooner than later since UPA Government doesn’t want any harassment in the hands of CBI when they lose power in next election like they did in their tenure. But worrying part is GoMs’ means Chidu, Sibal, Salman, Shinde, etc, etc. None of them work for the Country’s behest rather they will form a Law to benefit their Party Leaders only

    Congress will not and never make CBI independent as election commission. As well as in GoM all corrupt ministers are nominated by MMS. Time will tell everything.

    UPA would need to insulate CBI from external influence because they would not like the successive government to use CBI like the way they did, when they will be sitting in opposition next election.
