The MCC seems to be taking up the task of creating a clean and green Mangalore on a war footing. After ban on use of plastic bags and door-to-door garbage collection plans, the administration is now looking into other ways of ensuring a spic-and-span city.

If all goes as planned, a much-needed law against spitting in public places may soon come into force.
 
Speaking to Daijiworld, MCC commissioner K Harish Kumar said that the proposed plan of imposing fine for spitting will be put forth in the next council meeting. "Once the plan is accepted by the council, it will be sent to government for approval," he said.
 
Harish Kumar said that a penalty of Rs 100 will be fined for spitting in public places as per the provisions given in Karnataka Municipal Act of 1976.
 
Further details on the proposal will be given once it is approved, he said.

The move comes under a series of other proposed plans under the 'Nirmal Mangalore' by-laws. Even littering and urinating in public places will attract fines under these laws. The fines may vary from Rs 100 to Rs 1000 and even to Rs 20,000 in case of commercial setups, depending on the nature of violation. Every house will be responsible for keeping its surroundings clean and tidy, and failure to do so will again attract penalty.

The ban on spitting in public places is a much-needed move, feel the citizens. True, people are hooked to chewing tobacco products and it is difficult for the government to change habits of the people all of a sudden. But in the absence or lack of civic sense, the administration hopes to coax people into becoming environtment-conscious citizens.
 
It is a shame to see roads, walls and bus stops in the city painted in red by tobacco and paan chewing people who have no qualms about spitting wherever and whenever they like. Walking on the streets without watching where your feet land has become literally impossible.

Educating and setting up awareness programmes will help people gain a deeper understanding of this initiative and will in turn help to maintain Mangalore clean, said a resident of Bejai, when asked his reaction to MCC's new proposal.
 
When asked about the benefit of the proposal, Harish Kumar stated that Mangalore being a beautiful city must also be projected as a clean city. "In order to achieve this, Mangaloreans must support the initiative and maintain hygiene standards by helping the authorities," he added.
 
One can only hope that MCC's efforts do not just stop at making laws. Without strict implementation laws will not serve any purpose.

    Education begins at home .
    Practice what you preach.
    Preach what is good for us and for the nation.
    Let us be civil - taking care of our house-neighborhood-our compound and then the neighborhood..
    Not only spitting vut urinating-defecating etc should be totally banned by LAW.
    If the govt officials-police -politicians ar any official seeking corruption -fix him on the spot.

    1. Honestly I too would spit on the road because of this damned garbage all over the place.
    2. I am just wondering how our City is going to enforce spitting ban. Just curious. Are they going to go around with DNA analyzers to test the spit if a person denies spitting? How are they going to prove it? Our City is just crazy - that's all.

    Please open some toilets in relevant places so that people can use them rather than using public open spaces.Please charge a nominal fee for this service, say Re 1/- per use. I wanted to use the loo a few days back at the D.C. office in Mangalore but the toilet was locked. Penalise all the buildings for utilising their parking spaces asrking spaces for commercial spaces. Let all commercial buildings have toilet facilities for the persons visiting there. That will definitely help the situation.

    Its good rule for pan/gutka valas ,,but can be implemented for others once the roads are dust and smoke free. So first please coverup all roads sides with clean mud free footpaths and also check all lorries and auto's on polution, or else elder people walking on roadsides are forced to spit due to these polutions.

    The move is good although it may be a bit difficutlt to implement. Start with good toilet facility and neat footpaths. Just banning something will not help. Provide the facility to spit in case someone has to do it. Then only you can ban spitting in public. Imagine you are suffering from throat infection or you just came back from a dentist. You will be forced to spit frequently. Where will you spit? Think of such casss and provide facility at every 1/2 kilometer distance.

    MCC staff themselves chew pan parag / gutka / pan etc.Some even smoke and throw the buts out through the window.The staircase walls within the Corporation building itself is full of chewed pan garnished with the persons saliva. Is it " set a thief to catch a thief " policy of the MCC ?

    Somehow MCC will be eventually successful in banning the spitting and defecating in public by the citizen. The biggest problem is how to control the cows and other stray animals from keeping the city clean. MCC should have a plan to keep all the stray animals out from the city. These animals are a big nuisance.

    A very good move!
    In fact,it's really embarrassing that 'bans' have to be implemented to stop people from spitting! I mean aren't those basic HUMAN manners that should be inherent in us?
    And precisely like most of us feel, banning Gutka can reduce this problem to a certain extent.
    But the MCC should make efforts to keep this ban in place not monitor it strictly for 10 days and then give up on it!
    In places like Singapore, they have to pay fines for throwing a piece of paper on the roads, which are spic and span! Imagine THAT in India! In India, roads are MEANT for dumping garbage and litter, besides using it for travelling.

    A good move towards a clean and beautiful city. Our country has more than 5000 years of history of civilization. We are also the developed and economically progressing country. In Mangalore our people are educated and majority are wealthy too. Why people/citizen's urinate on oen or road sides? Whether the authorities have at least thought it for a while? Natural calls are the normal calls and beyond a certain point one cannot control them because they are controlled by autonomic nervous system. Whether our MCC has thought atleast building and maintaining few clean toilets every 1 to 2 km in the city? Unless MCC provides good toilets in few places, how can commissioner think of implementing a law? Our resturants provide quality food but many a time a hotel also lacks a toilet or it is kept tightly under lock. A villager who comes to the city for his Khatha (RTC) or birth/death certificate will be made to wait from morning till late night infront of MCC, where this poor man should urinate? Let the MCC first think of providing better facilities to the citizens before implementing new rules and laws. There are also enough examples where our young children left the schools at young just for the sake of not providing proper toilets in schools for their number 2 calls. In schools only teachers are provided the toilets, but great teachers and managements never thought of providing a toilet to the little young children. One can hold hunger at least for few hours but natural call one cannot control Let the MCC seriously think about providing better and more toilets from the revenue first then think about clean Mangalore!

    Good move by MCC. I sincerely hope they will enforce this law. We have plenty of laws on the books, but very lean when it comes to enforcement, unfortunately.

    Smoking is banned in all public places here in the US. There are some cities that have banned smoking even in the open. These laws are working because of strict enforcement.

    Here's hoping for a spic-n-span Mangalore!!

    Do something about this deafening horns also. All these damned vehicles have bloody sickening horns - loud enough to burst your ears. I feel sorry for the children around who will probably go deaf by the time they reach adulthood. What is the RTO doing? Sleeping? Or soming up with some bright ideas like last time?     MR Harish Kumar has said that Mangalore being a beautiful city ,He wanted to preserve the beauty. It will be nice if He starts at MCC building and it's surroundings. Just recently Mr.Alfie publish some of the heartbreaking and laughing stories about MCC in mangaloreandotcom website. Laughable and cry able photos to watch.
    MCC has made so many rules and none are cared and workable.
    The law says that liquor should not be sold near School but there is a big display of every kind of liquor in front inside showcase. Beside tobacco is sold too.
    There are hundreds petty shops selling everything made of tobacco near almost every school More to come tomorrow.

    Has anyone visited MCC Lalbagh first floor left side towards the computer room ? The dirty stink from the MCC staff toilet has to be tackled first. The urine stink is so strong that one feels like vomitting when passing. Too bad but it is true.

    MCC wake up, get your house toilet clean and no stink. MCC you are aware of this stink and visitors to your MCC have to hold their nose and walk. Better do something to stop this stink. please.

    Then catch people urinating on the roads and spitting on the roads.

    In MCC building people are spitting on the side walls, the red pan liquid. Will you also stop this ?

    Then MCC will be a big example and people will keep Mangalore clean too.

    Unless Indians learn civic responsibility, these measures are useless.

    Hong Kong is one of the cleanest country I have ever visited.

    Unless garbage disposal issues, water, sanitation, sewage disposal and pollution controls, food adulteration is brought to control, we will achieve nothing out of these bans which are nothing but eyewash.

    Good decision by MCC Commissioner K Harish Kumar. When Udupi Municipality will take such a decision? As i noticed mostly out siders (Labourers) spitting, Urinating, Begging at all the Busstands in Udupi. One can notice many slums built both sides of the Highway by these people and the contributors of Dengue, Malaria etc.

    This is year joke of MCC, this will never happen in mangalore, first most of the MCC staff can't stop this habit unless they want to loot the money from common man this is just a show off decision with hundreds of migrant workers flooding daily who are pan eaters only time will tell whether it will be worse, but still lets hope for the best and keep dreaming like the MCC effor, we as citizens should do it on our own first let them educate the people with slides posters etc and then let them move with this decision

    Gutka an Indian invention despite ruining the lives of so many youngsters is a big money spinner for those involved is one of the biggest causes for reckless spitting!! Unless the cause is controlled, there is no use putting restrictions because spitting is unavoidable for a person who is chewing Gutka/Pan Masala, et al!!

    I have stayed in Tokyo for few months. How clean the city is.. Amazing.. !. Even if you want some piece of paper urgently on road, you will not get it.

    Only very few people throws cigarette stubs on road. That is the only waste I found on road. But one day while going to office I found a man collecting those stubs on road...!!

    The city is so clean so that I never had to polish my shoes..!

    The city is also very safe. We never locked our house door even during night, nor during we went to office. But still in every street police vehicles comes during the night time.

    It is not only Japan Govt did that job. The citizens are very responsible and they love their country, public a lot.

    I recently visited Thailand and one can appreciate the way they have maintained and kept the city very clean. You can never find open drains there as they are nicely covered throughout the city. During the night fast food carts are doing a roaring business and as soon they pack up early morning they ensure that the place is washed and garbage is taken way by themslves for disposal. In Mangalore people just dump the trash in front of shops and the municipality has to do the rest. The shop keepers should be responsible to clear the trash on their own. This is mandatory in Dubai as well. Please provide suuficient spitting bins on the road side. We have crazy pan eaters who are in need of awareness. I am sure slowly we shall keep our city clean and eco-friendly. Jaya Ho Mangalore.

    Ban paan shops first 50% spitting, spoiling walls controlled. are they swallowing after eating paan? Once someone spat paan from the bus while i was standing to cross the road? Keep a vigil near the paan shops. Max. income to MCC. Many rules!! who follows? People courageously smoke in the bus stops. seats reserved for senior citizens occupied by youngsters. It is high time for us to learn civic sense by following rules.

    MCC will going ban spitting ( Special saliva from Pan / Beeda/Bachhire Poolu ). But What about left over piece of Beedies and Cigarates......???? Some senior citizens sniffing Mangalore SNUFF and discharging special SIMBALA ( kshee...eee...surrrrrrr ). Any clauses added in MCC's new Law...???

    Welcome and all the best for MCC on your new plan. What about cleaning/sweeping the roads, lanes and by-lanes. Tall plants, creepers/bushes are grown on either side of the ways and no one is deputed to clean it? only in some parts sometimes we can see the sweepers. direct ur corporators to inspect the roads and lanes.then only you can keep ur city clean.

    Our MCC is want to hide their weakness i.e they have Totally Failed in providing Foot path,Drain,& controlling Traffic, so to divert the failure they are doing all these Games.First of all Mr Harish Kumar must provide Basic needs.They are behind Collecting Fines.

    First and foremost they should ban the dangerous Gutkha to which most of the labor class are addicted, and now even school and college children. These are the people who have to spit regularly and give all the colorful hue to walls, floor, bus interiors etc.! Also, spittoons should be provided

    Excellent. We all Kudalites must support and co-operate. Next passing urine in the public. I have seen many people passing uring in the road side even the educated holding lap top hanging on their shoulder passing urine in the public places such as garden, road side, road side compound hall etc places. Must stop such dirty act. I am in Gulf for the last 25 years and never seen anyone (except Indians) passing urine in the public.

    I will be satisfied if MCC will try to stop people urinating in public. forget about spiting. i have seen educated people are standing next to the road and urinating. First of all MCC should build more toilets and should keep more dust bins. you cant even go near the toilets, so much stinking . MCC can not maintain the dust bins properly . Most of the dust bins are corroded and you can pass through the bin holes. only God can do miracles to change this , not MCC.

    Dear MCC Commissioner,

    This plan is a good move. However please arrange public toilets with sufficient wash rooms, in various places of city at least 1 toilet in half a km radius separate for ladies and gents(no matter the toilet cab be use and pay). Secondly the fines should be strict. Simultaneously a certain percentage of commission can be given to those policemen/ mcc officials entrusted for collecting fines. This will encourage them to collect maximum fines.

    The door door to door collection of garbage is not a good idea for disposal of garbages. The MCC can invest this money (salaries of the people collecting garbages) for good garbage boxes (metallic garbage boxes with wheels and automatic loading to trucks) and high-tech garbage collection and disposable trucks.

    Another suggestion regarding traffic- from bunts circle to Jyoti the road should be made one-way. This is one of the immediate attention towards traffic congestion.
