Pre-paid Mobile Numbers to Lose ISD Facility Soon

New Delhi, Sep 8 (PTI): Telecom regulator Trai has asked telecom companies to de-activate the international calling facility in pre-paid numbers and restore it only after a subscriber gives his explicit consent to avail this facility.

"Inform all pre-paid subscribers having ISD facility, through SMS, within 10 days of the date of issue of this direction, that ISD facility of the subscribers shall be discontinued after sixty days," Telecom Regulatory Authority of India (Trai) said in a directive to telcos.

"If such subscribers want to continue with ISD facility, they should give their explicit consent for availing such facility within 60 days of the receipt of the SMS," it added.

Trai has issued this directive following complaints from consumers about missed calls from international telephone numbers which are often premium numbers charging high tariff, prompting the consumers to make call to such numbers.

Trai said it has also been receiving complaints from consumers about receiving calls and SMSes from international numbers informing them about winning of prizes or lottery and prompting consumers to call a particular number to claim the prize or lottery money.

"These numbers are international numbers, which are often premium numbers charging higher tariffs. By responding to such calls/SMS the consumers have to pay unintended charges," Trai said.

The regulator has asked telecom operators to inform subscribers through SMS, within 10 days of the direction, that pre-paid cellular mobile telephone service consumers need not respond to all missed calls from unknown international numbers or calls about winning prizes or lottery.

Trai has asked telecom service providers to send such SMS to consumers every six months and provide easy and transparent opt-in and opt-out facility to the consumers of the cellular mobile telephone service for activation or deactivation of ISD facility.

    I have been cell phone user since its initial days in Karnataka in 1999. I havent faced this problem. I smell a fish in this ploy. Pushing more customers to Post paid is unwanted. Earlier if you had a post paid even state to state roaming was charged extra deposit. This will be another hammer blow on the consumer head. Simple revenue increasing tactic from the Cell companies. If you cannot read a number , simple you donot need to have a cell phone!!! So if you cant figure out 1 or 0003 so donot use a mobile!!!

    Where to report the fake missed call numbers ? All these numbers must be blocked immediately.

    I have been cheated once last year. Just now I received a call from 00375333540345 - this number should be blocked immediately by all operators. TRAI should provide a facility to report these numbers - and have a "fake callers registry" - where legal the action "jail sentence" can be taken by respective countries on any number reported by more than 2 persons.

    But our government is very slow. I am seeing this problem for 1 year and its a 5 minutes solution which the incompetent people in government cannot implement. What are they discussing for 1 year ? Give us a reporting facility and block those numbers, inform the telecom company of that country and do not pay for these calls. simple.

    Like Dubai, Now India started!!!

    When people who desperately required ISD facilities go to avail this facility, then they are asked to opt Post paid plans.
    Indirectly asked to keep a deposit of some thousands, So normally Desperate NRI will opt for this.... but the thumb rule is to what extent people will use dis???
    When we internet for Rs 98.00 and applications like nimbuzz and whats app do we require ISD facilities???

    dubai dint succeed in this as we have voip which is taking care of us..... I feel government is trying to bring in some money by this kind of policies... If not i think people who is troubled by miss call and smses let them complain, Then Y do we have authorities. Let them add one more option in DND list....

    Its easy we have option in the phones where we can deactivate the option of not calling International Numbers.....

    People should be educated.... What to do nowadays people earn in all possible ways legal or illegal they make money where is the time to for education

    TRAI actions to deactivate ISD facility from pre-paid mobiles is a jolt to the needy.TRAI concerns of it's kind should not effect the consumer and it's service too.Sometime the updation of personal data and it's review from time to time as required to avoid any unnecessary problems !.

Now we have to go back to old system like sending letter and waiting for days to get reply. who knows a day may come where we may have to look for trained pigeons for communication

    As we know almost every one in India are using cell phones and atleat 30% are very little to un educated people. To save these group of people TRAI should instruct operators to give sim with only loacl network and without STD and ISD facilities. If anyone want to have this in their number then they should need 2 step verification to enable this as something which gmail is following in terms of account log in. This will erradicate much of the illegal usage and other difficulties.
    The problem with Indian system is they bring new futuristic ideas and implement it without any further thinkings. They doesn't look in to future arising rpoblems.

    This is pathetic.Most of the peoples relatives and family is working abroad and this ISD facility is of great help as it allows to communicate any important message anytime of the day or night.Declaring the intention is trouble to the genuine users.Moreover the SIM numbers used by NRI are alloted to somebody without the consent of the NRI.

    In India policies are made to trouble the common man and not to help him in any way.

    Though this attempt is to stop innocent people who fall prays to international fraud cases, but those person who makes such international calls is not at all fool rather he wants to make quick bulk money. When he loses everything he makes complaint. This TRAI action will lead to more confusion than solving the problem. What does it mean “explicit consent”? If you have SIM cards issued in another State of same Telecom Company even they deny or reluctant to provide any services to customers.

     Few months back it was d that all over India if you make call, to be treated as local but not STD but this is not the case till date since I have experienced incoming charges on my Vodafone SIM since it was purchased in Mumbai being used in Karnataka. Might be one of the MPs’ of Congress led UPA Government might have experienced the problem and requested “Madam” to restrict the outgoing International calls. Else who cares for common people money?

    This move by TRAI does not make any sense.

    By now our general public should be aware of the consequences in moving forward on spam messages regarding winning prizes and lottery. They therefore must never respond to these missed calls and SMS’s. Inspite of the awareness, if some people still want to go ahead, then let them learn the hard way.

    This is absolutely a wrong move. How can u deactivate a service without the consent of the subscriber. It should be deactivated for the people who are asking for it or complain about such problems. When companies keep making unnecessary marketing calls asking for so many useless things WHY can't they check with their clients if they are having any problems with international calls.     This direction of the TRAI is irrational.OK fine subscriber in need of ISD then what solution?Can SMS or Intl Miss calls barred?Technology is advancing to peak but TRAI asking us to climb down!What intl call/miss call/sms genuine or not shall known by subscriber only.Those who are falling prey for the trap of national intl conman can't be controlled by deactivating intl calls.This is nothing but disturbing telephone subscriber by TRAI.
