Mangaluru, Dec 20: City police commissioner Anupam Agarwal has issued guidelines for New Year’s Eve celebrations, making it mandatory for hotels, restaurants, clubs, resorts, and other organizations to obtain prior permission from his office. Applications for the same must be submitted by 5 pm on December 23.
On Thursday, Agarwal emphasized that New Year’s Eve celebrations must conclude by midnight. He stated that organizers must strictly follow the rules outlined in the permission letter. Permission from the excise department is also required for the sale and distribution of liquor, and any violations will face strict action.
The guidelines include several key points. Organizers must seek permission to use loudspeakers and sound systems, ensuring that sound levels comply with noise pollution regulations and Supreme Court directives. Safety measures must be in place, including fire extinguishers, ambulances, and other provisions to prevent mishaps. DJs are strictly prohibited, and individuals under the age of 18 are not allowed entry or to be served liquor. Activities such as obscene dances, nudity, gambling, and similar actions are explicitly banned.
Public behaviour is also regulated under these guidelines. Smoking and liquor consumption are prohibited at bus stands, parks, stadiums, railway stations, and other public areas. Public drunkenness, creating noise disturbances, insulting others, throwing bottles, or consuming liquor on beaches or public spaces are not allowed. Additionally, the use of firecrackers that disturb public peace is forbidden.
The commissioner further highlighted that special task forces will be deployed to prevent harassment of women. A rapid action force will monitor drunken driving, ensuring safety across the city. Activities such as stunt wheeling, drag racing, over-speeding, and generating excessive noise from vehicles are strictly prohibited, with dedicated teams in place to prevent these acts.
These measures aim to ensure a safe and peaceful New Year’s Eve celebration throughout the city.
